Job Summary: Reporting to the Director of Human Resources, in the HR Generalist role you will provide strategic and operational support for the full scope of human resources functions of the organization. Working closely with the Senior Management Team, you will support the full cycle of recruitment and onboarding in addition to general HR matters. As the HR Generalist, you will provide support to the Finance Director in the areas of payroll, group benefits and group RRSP plan administration and related HR document management. You will play an integral role in designing and implementing agency programs; as well as policy reviews and updates, including related training. Compensation: Salary range of $55,000-60,000, commensurate with education and experience, comprehensive cost-shared group medical insurance plan, employer paid Employee and Family Assistance Program, automatic employer RRSP contribution, three weeks annually of vacation (four weeks after first year), generous sick leave, a generous paid holiday schedule, in-house trainings, and professional development opportunities.

Hours of Work: 9 a.m. – 5 p.m. Monday to Friday, with some flexibility in hours

Location: 5880 Spring Garden Rd., Halifax. This position is office based, however some work from home flexibility is available

Reports to: Director of Human Resources

Screening Requirements: Due to the sensitive nature of our work with youth, this position is subject to a satisfactory criminal record check, a child abuse register check and proof of education.


  • Recruitment
    • Establish and maintain connections to key recruitment sources
    • Candidate screening
    • Scheduling and conducting interviews in collaboration with program staff
    • Full cycle candidate communication
    • Reference checks
    • Contract preparation
  • Support onboarding of new staff
  • Maintaining records of personnel-related data in both paper and the database and ensure all employment requirements are met
  • Payroll and benefits administrative support
  • Support performance management program
  • Support agency training and development
  • Support agency communication
  • Support the annual employee recognition event
  • Respond to internal and external HR related inquiries or requests and provide assistance or referral as appropriate
  • Assist with updates and maintenance of HR online resources
  • Ensure the program is congruent with Phoenix’s vision and values
  • Work in accordance with Phoenix’s policies, procedures and framework of practice
  • Support other functions as assigned by the Director of HR


  • Ability to integrate organizational mission, vision and values to individual scope of work

  • Ability to maintain confidentiality with sensitive information
  • Knowledge of Labour Standards and Human Rights Legislation

  • Proficiency working with Microsoft Office products
  • Proficiency working with HRIS and running ad-hoc reports


  • Post-secondary degree and a post-graduate degree or diploma in human resources management. An equivalent combination of education, training and experience will be considered.
  • 3-5 year of experience in human resources role, preferably in a generalist capacity
  • Experience with cloud based HR and payroll system (ADP Workforce Now an asset)
  • Experience with payroll and benefits administration
  • Experience in Microsoft suite programs (SharePoint administration is an asset)
  • Experience working for a non-profit organization is an asset
